Retail Competition and Open Access, or RCOA, was created as a mandate of the Electric Power Industry Reform Act of 2001 (EPIRA) that allows eligible electricity consumers to select from a wide range of Retail Electricity Suppliers (RES) rather than just from their area distribution utility.
A Retail Electricity Supplier, or RES, is a licensed company that supplies electricity to eligible businesses under the Retail Competition and Open Access (RCOA) program. Qualified customers can choose a RES like JNEC for their electricity supply.
